According to the interwebs, it was shot at "Boilermakers." Not sure if that was a club or if they played at a Boilermaker Hall.
This was filmed at Boilermakers Hall on South Broadway across the street from Soulard Market.
Most of the other shows in the Soulard area were either at the Soulard Preservation Hall (e.g. Bad Brains) or Almalgamated Transit Union Hall (including the Agent Orange & Scream (w/ Grohl) & Underdog bill)
The video is from a three band bill - All (their first StL show with Dave Smalley on vocals!!!), Operation Ivy (only StL show ever) and local faves Never Alone.
All three complete sets were filmed that night.
It was at a union hall on S. Broadway. All was also on the bill along with locals Never Alone. Op Ivy was touring in a big green 1969 Polara with a roofrack mounted box. Good times, good times.
A quick Google search says they played Boilermakers in March 1988. I would've thought Bernard's Pub, but apparently not.
um, has footage of the ALL show surfaced?
