USA Today Highlights Taverns Nationwide that Ignore Smoking Bans

The article opens at a watering hole in Chicago where smokers donate $5 to the "smoke jug" -- a collection pot that the tavern owner uses to pay fines when he's busted for violating Illinois' smoke-free law. (Note: Illinois barkeeps in the Metro East are infamous for similar shenanigans.)
The USA Today story also includes examples of tavern proprietors skirting the law in Virginia, Hawaii and Ohio.
The article ends with St. Louis' very own anti-ban crusader Bill Hannegan discussing his plans to challenge the constitutionality of the St. Louis smoking-ban that goes into effect in 2011. (More on Hannegan's strategy here.)
Yet, Hannegan admits to USA Today that he faces an upward battle. It is "very difficult to fight" foes of smoking, he tells the paper.
