Jeffrey Manns: Alton Firefighter Can't Extinguish Flame of Passion Inside His Own Pants

​ Innocent until proven guilty, yes, but Alton firefighter Jeffrey W. Manns has been accused for the third time since 2005 of exposing himself.

The charges, filed March 12, read like something a British woman from Victorian lit'rature would utter.

​From his second-story window on March 3, the document reads, Manns "knowingly exposed his penis, a sex organ, in a lewd manner with the intent to arouse his sexual desires...against the peace and dignity of the People of the State of Illinois."

That's the first count. Second count: he started stroking it. 
 

According to an article in the Alton Telegraph, Manns is already fighting a different charge from 2007, when he allegedly flashed a female police intern at a car wash. That case hasn't gone to trial yet. He pleaded guilty to exposing himself to a woman in East Alton in 2005.
