Francis Slay Asserts Alpha Dog Status at City Hall; Lewis Reed Refuses to Play Bitch

A dogfight has broken out in city hall, and it could last another 21 months.

Today Mayor Francis Slay's office struck first when it released an e-mail blaming Board of Aldermen President Lewis Reed for Stray Rescue's decision this week to stop serving as the city's default animal shelter.

The e-mail, from a member of Slay's staff to two Reed staffers, was allegedly sent July 5 and suggested that Reed attend a July 7 committee meeting where aldermen would discuss giving $250,000 in donations to Stray Rescue.

In the e-mail, Slay's office worried that the eight-person committee would reach a four-to-four deadlock on the issue and urged Reed to cast a decisive ninth vote as is his right as board president.

Reed didn't attend, and the vote did result in a tie. As a result this week Stray Rescue's founder and president Randy Grim blasted the board of aldermen and said his agency will no longer cooperate fully in assisting the city to manage stray animals.

The $250,000 Grim sought came from donations made through utility bills and was intended to build a new city shelter called Animal House that was to replace the city's old animal shelter on Gasconade. But Animal House never materialized and Slay last summer abruptly closed the Gasconade shelter following a news report condemning conditions at the facility. The mayor's office then forged an agreement to have Stray Rescue serve as the city's de facto animal shelter. As a consequence, many believed that Stray Rescue was entitled to the $250,000.

Reed's staff contends that their boss never saw the e-mail regarding the July 7 committee meeting from Slay's office and wonders why the mayor didn't simply call the board president as he has done when wanting Reed's help passing other legislation. (In a message on his blog this week, Reed says he fully supports giving the money to Stray Rescue.) Reed also says he was attending another meeting when aldermen voted on whether to give the donations to Stray Rescue.

This afternoon Reed, who's expected to challenge Slay for mayor in April 2013, fired back at the incumbent. In a letter (viewable here) he asks Slay to tell him how the Gasconade shelter became so deplorable under his watch.

So, what's the short end of this political pissing match? Slay has egg on his face for closing down Gasconade with little forethought and entering an agreement with Stray Rescue without any clear understanding of how the nonprofit agency could financially manage the task. Now the mayor's office is trying to wag the dog, so to speak, and blame the mess on the man it sees as its biggest threat: Lewis Reed.

And Reed? Well, he's not going to lie down and take it. Throw him a bone for that.

Reed didn't even express his position on this issue until AFTER the vote.  Mayor Slay is the one who has continually put his support behind Stray Rescue.  Reed says one thing and does another.  At this point in time, I don't think St. Louis has anyone with the ability to oust Slay.  It should be about who is the best person for the city, not what race or gender or other identifier that person is.  Seeing the way Reed has handled this whole situation is enough for him to not get my vote.

Randy Grimm himself stated that it should be about caring for the animals and not about politics, and in the next breath stated he wouldn't accept the $250K now even if it was handed to him on a silver platter.  Does anyone else see a problem with this?

You think St. louis has problems today? Let Reed become Mayor and St. Louis will reach all-time lows! Can you imagine a black mayor, a black police chief (who has proven that he is over his head), a black comptroller? Can you envision all the little black assistants that will be running around City Hall. It will put North St. Louis back on the road to economic recovery!

Why the hell isn't Reed showing up to do the job he was elected to or hired for?   I guess its okay to not show up for work.   I seriously doubt anyone needs an email to remind them to report to duty.  Its not Slay's fault if Reed didn't get the memo to report to his job which should be a given unless he is a slacker and just wanted the job for a parking space.  It has to be a hard job to mayor over a bunch of uninformed slackers.   I wish I could use that excuse at my job.... sorry I didn't make it yesterday to the board meeting but I never got the email.   They would escort my ass out the door.

This is a perfect statement as to why St. Louis needs a new Mayor. Slay redirects everything and doesn't actually address the major issues in our city, namely crime, education, shitty roads, etc...

Hmmm. Light dog attacking dark dog. Methinks the picture is ABSOLUTELY relevant, but perhaps not for the reasons mentioned. As far as Stray Animal Rescue is concerned, Randy Grim's melodramatic persona is not the issue; the organization stepped up and took over a task that the City was unable to perform, on the understanding that they would be given the funds necessary to perform it. Utility users contributed to the fund expecting that their $$ would be used for animal control. I agree with the blogger that the arrangement between Stray Rescue and the City should have been nailed down, but the aldermen are not being very realistic or honorable here. What do they intend to do with that money? Get off the stump and work it out--or be prepared to spent millions on a decent City shelter.

ON topic - stray rescue needs to give it up.  Who else is sick and tired of seeing this guy cry all the time?  my god man you volunteered for this job, nobody is forcing you.

Hard job to be mayor? probably, but not doing your job as the story reports doesn't make this Reed's fault. As far as the meeting goes, it has absolutely nothing to do with the fact that the city is wandering in the dark on stray animals. Stray Rescue alone is not the answer.

You're right, Randy Grim volunteered for the job... when the city couldn't take care of their own.  Stray Rescue deserves more support for what they've done for the animals in our city.

Reed is at fault if he doesn't show up to his job.   That is his personal fault.   The "didn't get the memo" excuse is total bullshit whether you are an alderman,  a banker, a teacher or a janitor.  My comment had nothing to do with what the meeting was about.   It pisses me off that people who are hired by their ward to represent don't feel it is important to show up for the job.  It crap doesn't fly in any other job.   Why should people like Reed be excused for it.   He didn't show up for the job and  he made an excuse that is laughable but he would like to be mayor.  Whatever.
