Jail Break Investigation Hearing Set for Monday

| The Public Safety Committee hearing seeks to find who should be ultimately held responsible for the recent string of jail breaks. |
This will be the second Public Safety Committee meeting looking into the escapes. It is the first, though, since the Board of Aldermen passed a resolution last Friday to further investigate the matters.
It will also be the first hearing since a collection of memos and emails written by Corrections Commissioner Gene Stubblefield was made public. The documents show that, since February, Stubblefield had been warning his boss, Public Safety Director Charles Bryson, that the St. Louis City Justice Center and the Medium Security Institute were vulnerable due to the elimination of several managerial positions. In September, shortly before the fourth escape, Stubblefield was suspended.
In a recent report to the mayor, Director of Operations Sam Dotson recommended that Stubblefield be replaced.
All three men-- Stubblefield, Bryson and Dotson-- are expected to testify at the hearing.
The committee has subpoena powers, which Carter says he will use if the committee is not provided all the records it requests. The committee also has the power to place testimony under oath.
The hearing will be held in Room 208 of city hall at 9 a.m. on Monday.
