why is walnut park such a lawless, violent bane on the STL landscape?

Because they like it that way.

-  Police and lawmakers can only do so much without support from the community.

-  The community won't take matters into their own hands and enforce standards of behavior on their own or ostracize those that break the law.

-  They won't "snitch" on their family members because they glorify low-life culture and low-life cultural icons that tell them otherwise.

-  Many in the community profit or benefit from the criminal behavior.

-  They are socialized to expect someone or something outside the community will save them.

Solving neighborhood problems isn't hard.  It's been done before.  It's easy if you know right from wrong, have a backbone, and won't rely on someone else (like the Mayor, Quincy Troupe or Antonio French) to solve your problems.  But sadly they don't have those things.  So they'll continue to suffer.  And we'll continue to write these murders off as more examples of black on black crime on the late evening news.  Walnut Park is the way it is because they like it that way.
