Abortion: Democrat Keith English Wants All Women To Hear Heartbeat, See Ultrasound

This is not the first anti-abortion bill to be proposed in Missouri this year -- but Representative Keith English's House Bill 298 stands out for a number of reasons.

First of all, English is a Democrat.

"I honestly believe that good fathers that want to raise...their children should have a choice in whether the child lives or dies," English tells Daily RFT.

But how would he mandate this?

The lawmaker says he hopes to discourage women from having abortions -- through a bil that is sure to spark controversy in the coming weeks.

House Bill 298, is a legislative proposal that would "require an ultrasound to be conducted and reviewed with the pregnant woman prior to the 24-hour waiting period for an abortion."

The bill, full version on view below, says:

This bill requires a physician to conduct and review with the woman an active ultrasound and allow the woman to hear the heartbeat, if it is audible, of the unborn child at least 24 hours prior to an abortion.

If an ultrasound can not be conducted at the abortion facility, the woman seeking an abortion must submit verification from the facility that conducted the ultrasound, specifying the time and date the ultrasound was conducted, that it was reviewed with the woman, and she was allowed to view the ultrasound images and hear the heartbeat of the unborn child if the heartbeat is audible.

English, the rare pro-life Democrat, and a first-time lawmaker in Missouri, says that the bill is inspired by a situation in his personal life, but declines to elaborate further.

The thinking behind the bill, he says, is that if women were required to see an actual image of the ultrasound -- and not just look at a cartoon drawing when physicians explain the process -- they would be more likely to reconsider.

"I want to make sure the reality, the facts, are given to the women," he tells us.

"I honestly believe in my heart that if the ultrasound picture was provided...there's a great chance that [there would be fewer abortions]," he says. "If you show a woman all the facts, not just a cartoon illustration. If you show the woman, here's the reality.... Here's what's getting ready to happen.... I think for all the good fathers in the state of Missouri...they should have the option of raising the child if the female decides she doesn't want to."

If anyone thinks that a woman having an abortion doesn't know what she's doing, then I think you're being a bit naive. For most women I believe this isn't an easy nonchalant decision. If men were the ones becoming pregnant there would be drive thru abortion centers. If men want to have a say in this argument then they should start by doing their part, and don't get women pregnant.

Allowing the mother to make an informed decision seems quite reasonable. She should know what she is asking to be removed from her body. We do not want ignorant (uninformed) people making these sorts of decisions. Who advocates ignorance? Makes no sense, unless you are pro-death. Pro-choice is knowing the choices. Understanding the procedure. There is no choice involved when you remain ignorant.

There are pro-life democrats. It is just that the party does not want you to know about them. They want to make it seem like anyone pro-life is an extremist, far right of center. Not a place for a good democrat. We hear democrats say they want abortions rare but available. What they do not want to hear is that someone can be persuaded to change their minds into not having the abortions.

What is so wrong for the mother to know what she is asking a doctor to remove? Do we not want people making an educated decision? To be informed should be a wonderful thing, that both sides of the debate can agree.

@Justin Hager Would you rather foot the bill for an unplanned and unwanted child in the system for eighteen years+? Accidents happen and there are plenty of stupid people that abuse their rights, but for the sake of the child I would rather them grow up in a stable home and be taken care of by a self sufficient parent(s). If that is not possible adoption, too many in the system already, or abortion are options that we should be free to have without government interference or the opinion of others. We all have to make the best decision for our situation.

I think woman should make an informed decision and showing them the facts of the living baby inside her could sway her decision. I don't get why there's so many abortions. Don't people know how to use protection or birth control ? Abortion shouldn't be used as birth control. If you're going to be sexually active then go get on birth control or use a damn condom. People have no respect for life anymore, and you wonder why all this gun violence is happening. It's about personal accountability. Abortion is the easy way out. And tax payers are being stuck with the bill.

@James Madison No, your not trying to have women make informed decisions, your trying to shame them into keeping the baby.  You are all more concerned about a lump of cells but as soon as it pops up, you suddenly forget its there.  What if it is being born into a horrible situation?  How about if its a product of rape or worse?  

And the best of all, how is it ever any of your business?
