Statewide Smoking Ban in Missouri? Maria Chappelle-Nadal Proposes Broad Restrictions

While St. Louis County officials consider putting in place a stricter smoking ban policy, a bill at the state legislature to ban smoking across the entire state has gotten little attention this legislative session.

That's partly because opposition is so strong, it's not likely to get far in the process. But that's not stopping State Senator Maria Chappelle-Nadal, a University City Democrat.

"It's a statewide ban -- everything," Chappelle-Nadal tells Daily RFT. "A lot of people are offended by secondhand smoke."

If passed, where would the ban apply?

Senate Bill 201 would modify the Missouri Indoor Clean Air Act to prohibit smoking in any public place or public meeting -- or within fifteen feet of any entrance to a public place or meeting.

And the bill, full draft version on view below, changes the definition of "public place" to include any building or vehicle owned, leased or operated by a governmental entity -- as well as bars and restaurants.

Further, it would repeal the provision allowing for a designated smoking area in public places.

This kind of proposal has been introduced in the past -- and given progress in St. Louis, she thought she would bring it up at the Capitol again this cycle.

"We've moved so far ahead in St. Louis County and the regional areas, that I just thought it would be cool to do and have a conversation," she says, adding that she's interested in seeing who actually opposes it.

Chappelle-Nadal is no stranger to controversial bills that don't get all that far in the Missouri legislature. She's gotten the most attention this session for her gun control proposal that would require parents to notify schools if they own firearms and be held responsible if their children possess illegal guns. She recently slammed her opponents as rural politicians that don't care about poor minorities falling victim to urban gun violence.

Smoking, too, is an issue where Missouri is divided regionally, she says.

Wait a minute. After all these centuries of poor heath, disease and death all related directly to smoking, you mean to tell me there are people that still choose to smoke? Oops! Sorry. I meant to post this in the future when people actually do become enlightened. Unfortunately, Americans are still addicted to their self-destructive vices. Smokers, keep killing yourselves, just don't brainwash my kids into thinking its okay to breathe in tar, nicotine, formaldehyde and cancer causing agents or you breathing it on them.

While I strongly dislike being in a bar or restaurant that is smokey, I'm not for adding any more laws. Also, for those who didn't know, the entire country of Ireland is smoke free! Yep, and the Pub's are still packed!

Really this is a clean air issue. People are protected in the work place against other carcinogens like asbestos, benzidine, and arsenic, and irritants like mold and even dust in the air. Why should people not be protected against cigarette smoke. I understand "your bar your rules" but you can't really poison people ether. To sum it up this is public ignorance at it's highest. Just because this carcinogen is preferred by many people doesn't mean it harms people less.

Peole are going to smoke. I dont like it adn I dont do it. But I would like MO to have the the law about smoking 25 feet away from the entrance to a place though. I HATE walking through it!

"I just thought it would be cool to do and have a conversation."  Because everyone knows that introducing legislation with no hope of passage, wasting time and resources, and using legislative power as a bully pulpit is "cool".  What are you Maria, like 15 years old?  Did you just get out of high school or something?  You're a joke.

No it is not it is away to control sheep like your self that sucks in way more pollutants from barbeque smoke' wood burning stoves. and also automobiles and perfumes that are made out of god knows what. Have you ever seen any one lighting up a cigarette and die on the spot. And the deaths about ambient shs are just a bunch of fuzzy science. And i have and can prove that alcohol  causes more cost to society than cigarettes ever has.
