Double Agent Dupes Public and Jackassery Reigns at Northeast Fire Protection District

First of all, kudos to Post-Dispatch reporter Elizabethe Holland. Her repeated, in-depth coverage of the astonishingly corrupt Northeast Ambulance and Fire Protection District is watchdog journalism at its best and worthy of acknowledgment.

So it was that yesterday (a Sunday, no less) Holland once again found herself at the fire district's office for an "emergency meeting" of the board.

Those following the district's scandal thought yesterday's meeting would lead to the firing of attorney Elbert Walton Jr. and fire chief Joe Washington (a fat man in sweatpants) who've used the board to pad their pockets with hundreds of thousands of dollars in questionable expenses and payments.

Instead, taxpayers in attendance yesterday witnessed another blatant heist (this one in the broad daylight of a sunny afternoon) as the board approved $780,000 in severance to make Washington and Walton go away.

It wasn't supposed to go down like this.

Last night Missouri State Auditor Susan Montee held a news conference to release her findings on the Northeast Ambulance and Fire Protection District.

Unfortunately for Montee -- and taxpayers in the district -- the audit is less than comprehensive. That's because the corrupt questionable officials with the fire district refused to hand over key financial documents to the state.

Tarnished Legacy Still Haunts St. Louis Police, Former Chief Singled Out in Audit

State Auditor Susan Montee released this morning the findings of a much-anticipated financial review of the St. Louis Board of Police Commissioners.

The audit is the first look into the finances of the board since former police chief Joe Mokwa stepped down last year in the wake of a scandal involving the department's towing contract with a third-party company.

As expected, the audit found that S and H Towing underpaid the police department $453,000 in fees for its contract with the police force. A federal investigation into that matter continues. 

More tantalizing than the towing business, perhaps, are the revelations in the audit of how Mokwa and others manipulated department policy to fund exotic trips, make questionable purchases, treat themselves to enhanced retirement benefits and leave the force with treasure.

St. Louis Priest Federally Indicted for Allegedly Trying to Mack On a Teenage Girl

A federal grand jury on Thursday indicted the Rev. James Grady for sex trafficking, enticement of children and possession of child pornography. 

Grady was arrested this past summer during an FBI and Maryland Heights Police Department sting. According to the U.S. Attorney's Office, Grady showed up at a house expecting to pay for a half-hour's worth of sex acts with a sixteen-year-old girl.

Grady allegedly arranged the meeting through an ad on Craigslist. 

Grady was the pastor at St. Raphael the Archangel in south city. St. Louis Archbishop Robert Carlson suspended Grady after his arrest this summer.

Councilman's Inability to Say No to Casinos, Angers Casino Chief

By now you've probably heard how St. Louis County Councilman Steve Stenger was flabbergasted Tuesday when a casino executive "muscled" him prior to a council meeting.

As Stenger told the Post-Dispatch yesterday, the chairman and chief executive of Pinnacle Entertainment, Daniel Lee, and his entourage cornered Stenger (D-Affton) on Tuesday night just before the council was set to vote on a controversial casino proposal for north county.

The Las Vegas-based Pinnacle is finishing up a $357-million casino in Stenger's south county district and the casino boss didn't want Stenger to vote in favor of yet another casino in the St. Louis area.

Trouble is, Stenger just can't say no to casinos -- any casinos.

Israeli Locksmith Ring Charged with Fraud; Group Operated in Missouri and Florida

Here's a curious tale coming out of the U.S. Attorney's office in St. Louis.

Last week federal investigators charged Eliyahu Barhanun of Creve Coeur and two other men from Florida on federal charges involving a scam of overcharging customers for locksmith services. According to an affidavit (viewable at the end of this post), the men operated and/or worked with Dependable Lock, a company registered in New York but headquartered in Clearwater, Florida.

Dependable Lock managed a national network of locksmiths that it dispatched from a call center in Clearwater. The company would allegedly quote customers a price for service but then charge three times that much -- or more -- when the locksmith completed the work.

Many of the locksmiths employed by Dependable were illegal immigrants from Isreal. Financial records show that some proceeds from the locksmiths were then funneled to a real-estate company in that country.

Former BETonSPORTS Executives Will Be Staying Home for Awhile

Gary Kaplan's brother and sister have each been sentenced to house arrest for helping to make the now-defunct BETonSPORTS a billion-dollar offshore sports book.

U.S. District Judge Carol Jackson yesterday ordered Neil Kaplan and Lori Kaplan-Multz each to spend ten months on house arrest.

Both Kaplans reside on the East Coast, and originally hail from New York. That's where their big brother, Gary Kaplan, got his start in book-making, according to court records, before heading offshore to warmer climes and seemingly looser laws on sports betting.

At BETonSPORTS' Costa Rica headquarters, the Kaplans toiled to make their book one of the most popular cyber-gambling outposts in the U.S. As one person interviewed by Riverfront Times stated, "Scott (Neil Kaplan) and G. (Gary Kaplan) worked hours and hours and hours, and the only thing they ever talked about was money and gambling. Some people talk about the weather, or how the Jets are doing, or how's your wife? -- or did you get laid last night. None of that ever came up. It was just about how much money can we make and how can we make more."

Alton Monster Pleads Guilty to Murder; Michelle Riley Tortured Disabled Woman

Michelle Riley, 37, pleaded guilty yesterday to first-degree murder in the death of a Dorthy Dixon, a 29-year-old, developmentally disabled woman.

According to Madison County prosecutors, Riley (and others) beat the pregnant Dixon with a plunger handle, routinely shot her with a BB gun and tortured her with a glue gun.

Dixon was found dead January 31, 2008, in an Alton basement where she'd been forced to live with little clothing and only a thin rug for furnishings. Her unborn baby died in the womb.

Prosecutors allege that Riley befriended Dixon in order to pocket her disability checks. Four other people, including Riley's teenage son, are scheduled for trial in Dixon's death.

Riley's sentencing will take place later this year. One wonders: Has Illinois lifted its moratorium on the death penalty?
  

Not So Clean Getaway: Teens in Stolen Car Get Shot, Bit by Dog, Roughed Up

It wasn't a good night for a group of teens out joyriding in a stolen car.

Police say they observed a vehicle near Enright and Grand around midnight today that had been reported stolen in a carjacking in St. Louis County.

The cops attempted to pull over the car, but the driver refused to stop. The fleeing vehicle made it all the way north of Fairgrounds Park (more than two miles away from where it was initially spotted) before police could stop the car using spike strips.

After hitting the road blocks, the car's tires shredded and the vehicle caught fire. It came to rest against a light pole in the 3900 block of Lee Avenue. Police say that at least three -- possibly four -- suspects then fled the car.

Former BETonSPORTS.com CEO Waits for Prison Sentence by Running Marathons

David Carruthers was known for bringing the brains to the BETonSPORTS operation. His feet are fast, too.
The $1 million bonded ankle bracelet that David Carruthers wears as part of his house arrest has presumably prevented the former CEO of BETonSPORTS from carrying on much of a social life since 2006.

But not from keeping his feet fleet.

According to a court document filed Sunday, Carruthers has taken advantage of his free time these last three years by reviving an erstwhile interest in running.

Via his blog, Carruthers has kept family and friends up to speed on his training schedule, not to mention road races he's been allowed to compete in. 

Last year, for example, the Scotsman got permission from U.S. District Judge Carol Jackson to run the St. Jude Memphis Marathon. (He finished in 105th place, clocking a time of three hours and seven minutes.) 

Now Carruthers wants to run a marathon in San Antonio, Texas, on November 15. (The filing also notes he'd planned to do it to raise money for the Leukemia & Lymphoma Society.)
 

Illinois Doctor in Trouble For DUIs Uses Fuzzy Math to Fool Court

On Tuedsay, Dr. Charles Earnshaw of Alton, Illinois pleaded guilty to driving under the influence and unlawful use of a weapon. As part of the plea deal, prosecutors agreed to drop other weapons and DUI charges the doctor was facing.

The judge in the case also ruled that Earnshaw would face no penalty since he'd abided by court-imposed restrictions for the past 42 months, including a curfew, avoiding places that serve alcohol, and meeting with a probation officer.

The Belleville News-Democrat details the incidents that led to the plea:
In March 2007, Wood River police arrested him for driving under the influence.

In January 2006, Bethalto police arrested him on charges of driving under the influence of alcohol, impersonating a police officer and unlawful use of a weapon. Bethalto police said Earnshaw had an empty bottle of vodka in his coat pocket, had a Glock 9 mm pistol in his boot and claimed to be a deputy sheriff.
Earnshaw--whose medical license was suspended in 2007 for "gross negligence, unprofessional conduct, habitual and excessive use of drugs and alcohol, non-therapeutic prescribing, immoral conduct, failure to keep patient records and controlled substance violations" --- told the court that he'd learned from his mistakes and had sought treatment for his drinking problem.

According to the BND's report, he also claimed it has been "1,337 days and counting" since he's had a drink.

Trouble is, Earnshaw's numbers don't quite add up.

Missouri Inmate Indicted for Threat to Obama; "The President Needs to Be Shot for Fucking Our Country Around..."

A Missouri inmate serving a five-year sentence for unlawful use of a weapon made threats to kill President Barack Obama, according to a federal indictment. 

Josh Randall McCallum, 32, threatened to shoot the president in a letter mailed from the Northeast Correctional Center in Bowling Green on August 3. According to an indictment filed last week by Michael Reap, the Acting U.S. Attorney for Eastern Missouri, McCallum wrote: 
"The president needs to be shot for fucking our country around like he has. If I was out there I would do it myself or at least try to. Anyone who has fucked our country over like this needs to die...When I get out all those I've mentioned will be dealt with. Let them know I'm coming."  


St. Louis Cops Indicted in Federal Sting; Colluded to Keep Stolen Electronics

​St. Louis police officers Ronald Jackson and Christian Brezill have been indicted on charges of theft of government property, after allegedly stealing stolen merchandise after an arrest, Acting United States Attorney Michael W. Reap announced today.

According to the indictment, Jackson and Brezill were uniformed patrol officers assigned to work in the St. Louis Metropolitan Police Department's Sixth District out of the North Patrol Division. They were responsible for collecting, preserving and inventorying evidence; interviewing witnesses; making lawful arrests; conducting lawful searches; and making truthful and accurate reports of their official activities.    

The indictment alleges that on July 27, 2009, Jackson was on duty when he received information from an individual that "Jane Doe" was in possession of electronics equipment stolen from the retailer Best Buy, and was in a vehicle on the parking lot of the Phillips 66 station at 5728 West Florissant Avenue. 

Jackson agreed with the individual that he would find Jane Doe, seize the stolen electronics equipment from her vehicle, and split some of the stolen electronics equipment with that individual.

The Big Bloody: Police Nab St. Louis' Most-Wanted

After two-and-a-half months on the run, St. Louis police yesterday arrested Deangeleo Tate in an early morning raid of his hideout in the 5800 block of Cabanne Avenue north of Forest Park.

Tate, 26, is charged with first-degree murder for the May 2008 killing of Mark Murphy after getting in an argument with him in a north city tavern. Tate allegedly pumped eight rounds into Murphy.

Tate was out on bond for that charge when he allegedly shot and killed Shevette Chambers outside the Eat-Rite Diner this past August. Minutes before that early-morning murder, Tate had shared a meal with Chambers and others at the popular diner south of Busch Stadium.

Upon departing the restaurant, Tate's girlfriend arrived on the scene and got into an argument with Chambers. Tate ended the verbal spat when he pulled a gun from his waistband and shot Shevette multiple times.

Tate is being held on a million-dollar, cash-only bond.

Scary Numbers: Man, 30, Poses as Teen, 17, to Sodomize Girl, 14

We're not sure which film Christopher Elders is the bigger fan of: Boys Don't Cry, in which Hillary Swank's character pretends to be someone she's not in order to bed high-school girls, or Dazed and Confused, in which Matthew McConaughey's character waxes about the thrill of bedding high-school girls half his age.

Actually, it seems Elders is an equal fan of both movies -- at least according to the account given by the St. Louis County police department. Yesterday police arrested the 30-year-old Elders for statutory sodomy, saying he posed as a 17-year-old in order to entice a 14-year-old girl into having sex.

Elders, of Affton, allegedly met the girl at a "sporting event" (high-school football game?) a few weeks back and exchanged telephone numbers with her after convincing the teenager he was just 17.
On Monday, October 5, Elders went to the girl's home when she was alone and there allegedly engaged in sexual acts with her. Elders was busted when one of the girl's parents arrived home, and he then admitted lying about his age.

It gets worse. Police believe Elders may have lied about his age before and ask that anyone with information about other offenses involving Elders to contact them at 314-889-2341.

The moral of this story, girls? Don't always trust your Elders.

Then again, you know what they say about high-school girls...
