If your kids can't behave in public -- and you don't feel the need to discipline them for such misbehavior -- don't bring them to a restaurant.

I agree, but only 95% - in today's world, there should be a minority of restaurants that are truly "kid friendly" (Chuck-E-Cheese to name one) where said parents can go and inflict their offspring on each other . . .
