What's Happening (Or Not) at Bistro Toi

Not a good sign for Bistro Toi, the Asian-fusion joint that opened at 3257 Ivanhoe Avenue only three months ago: The restaurant is dark during tonight's regular operating hours, and the phone rings and rings. Anyone know the story?
The spot has already seen one closure this year, the relatively short-lived KoKo, a pan-Latin restaurant.
