The growing lack of local seafood is forcing New Orleans' chefs to get creative. The New Orleans Time-Picayune details chefs efforts to skim old recipe files for non-seafood recipes, finding acceptable substitutes from elsewhere, and paying the premium for what little fish is coming from the Gulf.
